Fellowship of the horses

Description
I tried to do this thematic fellowship for 4 players to play with my friends and have a good synergy between all the decks. Some of the decks may not work well alone, but they are amazing when put together. This definitely improves the experience at 4 players.
DECK 1: This deck is the main supporter for everybody else. Activate Will of the West to shuffle back the deck of the Riders of Rohan in the late game. Mulligan for Elven-light and Steed of the Mark or Steed of Imladris. Éowyn is equipped with Steed of the Mark. Then, it gains +1 . Her willpower can be increased up to 6 if we have Elven-light in our hand. Then, by committing Théodred to the quest, we put one resource on Eowyn's pull to activate Elven-light and create an engine that can be repeated every round. Silver Harp also makes a good combo with Steed of Imladris. The final engine allows to quest with Éowyn for 6 while placing two progress tokens on the active location, draw 1 card, and end up with Eowyn ready if her resource for this round has not been used yet, all for 1 coin, every round.
Prince Imrahil can be committed to the quest too, and then ready with Lothíriel's ability. Fastred is the main defender for this deck. Equip him with Raiment of War, and send every enemy that attacks him back to the staging area (reducing your threat).
Attach one Unexpected Courage to Dúnhere so that he is always ready for the attacking, and equip him with one or two Spear of the Mark to kill the enemies sent to the stagging area by Fastred.
DECK 2: Mulligan for Spear of the Mark or Rohan Warhorse. Main defender. Use Aragorn and Son of Arnor to help the other players to manage enemies. Give Nor am I a Stranger to the three heroes of this deck, and give a Hobbit Pony to Merry. Rohan Warhorse can be attached to Aragorn and Dúnhere. If the attached hero is Aragorn, he could attack twice with 4 and engage one or two enemies per round Distribute the other attachments and combat events as desired. Soldier of Dol Amroth helps to manage the economy in the Planning Phase.
DECK 3: Bring Faramir as early as possible and use his ability to choose either Riders of Rohan or Riders of the Fields to increase their willpower. Elfhelm improves the stats of the heroes. Attach Dúnedain Cache to Éomer so that he can help any other player. Attach Celebrían's Stone to Théodred to increase his .
Ceorl can be used by any player. It may be a good idea to equip him with the last Spear of the Mark. A good combo is playing Sneak Attack to bring Éomund and ready all Rohan characters.
DECK 4: There is much information about this deck. Now, Forth Eorlingas! will be tremendously powerful, especially if Spear of the Mark and Nor am I a Stranger are already in play.
Playing Éomund with Lothíriel is one of the best combos in this fellowship.
All together, this fellowship is a monster at questing and managing enemies. I accept suggestions for improvements. I think Arwen Undómiel instead of Eowyn could improve the combos in the first deck (and build this deck around her and other Noldor's discard effects), but I like the theme achieved.
in my experience with multiplayer the locations could be an issue, and a horse-themed fellowship should include Asfaloth and one of the glofindels.
