This is a threat control deck that aims to control the flow of the game by starting at a low threat level (18 Starting Threat, with Éowyn's setup ability) and then mitigate the threat increases caused by the three Heroes.

This is not a Secrecy deck. I considered including Resourceful, but the deck is not designed to reliably stay below 20 threat.

Frodo Baggins is the primary defender and will start raising the threat level once enemies are engaged (though you are able to control this to an extent because of the deck's naturally low threat level).

Glorfindel is the primary attacker, though can be used for questing (especially once Light of Valinor is attached).

Éowyn is the primary quester, though her once-per-game ability is the deck's biggest attack swing. Rememeber to time Éowyn's once-per-game ability so that she can attack two enemies with her boosted (or more with Unexpected Courage).

Arwen Undómiel, Elfhelm, Jubayr, Linhir Sea-captain and Northern Tracker are reasonable-to-strong Allies that fit the structure of the deck.

Envoy of Pelargir, Gandalf and Treebeard are strong cards that work in a lot of decks. Their lack of sphere also means that resources from Éowyn can be used to pay for them.

Elrond's Counsel, The Galadhrim's Greeting, Double Back, Light of Valinor, Gandalf and Elfhelm can all be used to keep threat down.

A Test of Will, Feint and Tides of Fate help the deck respond to the Encounter deck. Éowyn's resources can also be used to pay for the boost effect on Tides of Fate.

Dwarven Tomb brings back any card that you need to use again.

Gather Information increases the deck's consistency.
