I think Hobbit archer is a better version of Guard of the Citadel which has the same stats minus ranged and the ability. the ability is most useful in a hobbit deck but can be useful in other decks too. the only negative that i can see i using the hobbit archer is losing the Gondor or warrior keywords.

This card is not particular exciting, especially since you really need the +1 attack to make the deal worth it for 2 resources. Hobbit Archer additionally also faces the competition of the very strong Greenwood Archer, who is always a 2 for 2 ranged attack. What that essentially means is that in most scenarios where you want a generic attacking ally in leadership, Hobbit Archer is comfortably outclassed. If you do run specific Hobbit tech though (like Tom Cotton, Pippin, Red Book of Westmarch or Bill the Pony), the Hobbit Archer becomes quite useful and playable (even if still not that powerful).
