A Rohan(family) themed quest deck that works well for multiplayer. It's viable for solo, but very dependant on the quests, since heavy combat is not for this deck. Éowyn always quests with Celebrían's Stone. Théodred quests as much as possible and gives the resourse to Théoden almost everytime unless Théordred needs it himself for a turn. Or if another player needs a resource of course. After questing with Snowmane, Théoden handles most of the combat, both defending and readying for attack with Unexpected Courage. Háma is very important since this deck lacks defence. Gamling or Elfhelm are also viable defenders. For big baddies, Ride Them Down helps a lot to get them out of the way. With this much willpower it shouldn't be a problem for it to hit hard. The rest is a straightforward rohan swarm of recycling rohan allies.
