My take on bringing the Fellowship to the non-saga quests. Mulligan for Steward of Gondor and Wizard Pipe and you'll have the card draw without Gandalf and the Resources from the Steward to be able to with luck find and play the thematic allies. Sam is a great ally to have in your starting hand as you can play him for 1 resource with Frodo. Dunedain pipe is also great for getting rid of extra allies to draw more cards.
