This BOF deck is very flexible. It starts out questing for 9, has great starting defense, and the ability to keep threat low.
Cards like Wandering Exile, Imladris Caregiver, Guardian of Rivendell, Elven Spear, and Protector of Lórienare included to help ensure that Galdor of the Havens can trigger his ability.
Since the deck starts with 4 heroes, Tighten Our Belts is quite fun. Ranger Provisions essentially does the same thing; however, I found it fairly easy to go a turn without spending resources, and losing the leadership resource and having to explore a location were not worth the trade off. To potentially capitalize even more on the resources, Sword-thain and Thalion are included. They also help fill the tougher-to-fill neutral card slots.
Legacy Blade can actually be quite powerful in this deck.
