Just out of curiosity, what's Rosie's purpose on this deck? Good WP for low threat and Leadership access?

Exactly. Threat cost of 4, 2 willpower, leadership icon. At first I was trying Ioreth, but 3 less threat wasn't worth it to for 2 less willpower per round.

Have you considered Halfast Gamgee as a substitute? 1 more threat for 1 extra resource on whichever hero you want, that can make some cool 1st round play available like 1st round Steward or 1st round Vilya + Unexpected Courage, Shadowfax + Wizard Pipe, Narya and Vilya etc.
