Herubrand is almost too good, especially in Three Hunters. Onward Into Battle makes this even more clear. With The One Ring on Fastred he starts with three willpower and should be at least to four by the first quest phase. After the contract flips and he is fully equipped he can quest for 9 and then attack for a minimum of 11 and as much as 19 in the same turn.
This was my primary deck at Con of the Rings 2022. It packs extremely high attack, good questing, and defends itself well enough not to need assistance. Grappling Hook allows Éomer to have meaningful questing power before the contract flips and/or if there aren’t enemies in staging at the beginning of the quest phase. There are very few leadership cards in this deck and they should really only be played as long as Éomer will still have a resource for his ability afterwards.
The lack of ranged and sentinel is a serious weakness in multiplayer. Earlier versions of this deck had Tireless Hunters and The Hammer-stroke to help address. The alternative is the Dúnedain Cache and Dúnedain Signal.
Orcrist is almost overkill on Éomer and the deck doesn’t really need it - in my experience it usually ends up with way too many resources on Éomer and no Leadership cards to spend them on.
