This is the deck I used for my single core series to defeat The 7th Level.

This deck is finely tuned to defeat this quest taking advantage of the low hit-points on many of the enemies. If you can kill the enemies with direct damage you can avoid goblins being added to the staging area via shadow effects.
Thalin kills the one-hit point enemy if it is reveals and Shadow of the Past can put it right back on top of the deck to do it again next round.
2-hit point enemies can go down easily with Thalin's effect and a Gondorian Spearman.
Questing is handled by Dáin Ironfoot's boost , Celebrían's Stone, Durin's Song, Faramir, and some eagles and/of wizards could come in and help. I found that I lost due to combat and getting swarmed by little annoying goblins. So, by reducing the odds of an enemy swarm you can take your time building your army and eventually mustering up enough to take this quest down.
