Designed to put Mounts into play as quickly as possible for a group of players, and also to pump Theoden up into a beast who quests for 4 and attacks for 8. That takes a Song of Travel, Herugrim, and any horse. The two preferred are Snowmane and Rohan Warhorse -- then he can quest for 4 without exhausting, and swing for 8 and then 4.

Meanwhile, use Westfold Horse-breeder to draw mounts, then recycle her. Chump block and bring her back with Dwarven Tomb or Stand and Fight. Discard her via Ride to Ruin and put her back in your hand with Gamling. Or use Born Aloft to return her to your hand.

Ever thought of adding a Celebrían's Stone for Theoden? That would give him directly +2 willpower.

At the moment you can boost him only to one willpower less (with Song of Travel and Windfola).
