What do you get when a bunch of creatures are on a boat in a storm-tossed seas?

A Perilous Voyage, of course.

Mulligan for either Vilya or Radagast's Staff, or Word of Command to find them. Wizard Pipe is also a key card (to set up Vilya, natch). Then start using those tools to put out creatures as fast as you can.

Of course Elrond and Radagast can both pay for creatures of any sphere; Merry can pay for tactics one, which are a majority of them.. The only non-creature allies are Gandalf and the Warden of Healing.

I have used this deck in fellowships where another version of Éowyn was running, so Éowyn is in the sideboard, but you might consider swapping her in for Merry if you're playing solo or no one else is using Éowyn. But do note that I think the "your threat cannot be reduced by player card effects" from the contract kicks in before the three-point threat cost reduction from Éowyn, so you start at a higher (33) threat than with Merry.
