This is not a deck for all scenarios but the ones it's good against it can school in silly fashion.
The basic idea is that it is looking to play a long slow game keeping a low enough threat level that you can mostly choose which enemies you engage and for the most part you don't want to engage enemies. You can pick apart enemies without engaging them and build up a board that can do some pretty heavy questing. Frodo gives you a way to soak damage, Merry will probably start out questing but will actually swap to threat reduction once your board is big enough. You can use elevenses to have Bilbo trigger his ability multiple times per turn while lowering your threat (which is card draw with hobbit pipes)
Eventually, you will have a large enough board that you can start engaging enemies though by that time you've probably won anyway.
