This is just a basic Gondorian deck without anything remarkable about it. However, what it does, it does quite well.
In a few turns we will have at our disposal a lot of people with a large amount of combat power. Then, once we can get Faramir or the Visionary Leadership, all our questing issues will disappear as well.
Another thing to note is that, with just a few changes, this deck can be tagged as a #RCO Deck. At the end of this description you will find my proposal on this regard.

Notes:
- Mulligan is pretty obvious: Steward of Gondor.
- Faramir or Visionary Leadership are also a must.
- Foe-hammer and Valiant Sacrifice are mainly here to find them.
- In the same way, (Sneak Attack +) Gandalf's preferred response will be card-drawing.
- Always save 1 resource on Boromir (+ Visionary Leadership).
- We will get +1 on each ally and +1 on each character.
- Prince Imrahil is our multipurpose hero.
- He can quest for 3 with Visionary Leadership.
- Then, he can be ready for combat with Heir of Mardil + (Denethor or Errand-rider)'s resource provisioning.
- Finally, he can spend the gained resource to put an ally into play (this ally can also trigger Valiant Sacrifice at the end of the phase).
- Errand-rider's action may be useful to...
- add resources to Denethor's pool for covering the cost of the Knight of the White Tower.
- move resources from Imrahil's pool, since he will be usually plenty of them by the mid/late game.
- trigger the Prince Imrahil + Heir of Mardil combo.
- Envoy of Pelargir and Soldier of Gondor are the best targets for Imrahil's combat action (since their response can also be triggered this way).
- In case of need, we can push our luck to find and play a Warden of Healing.
- Herald of Anórien's response...

- Envoy of Pelargir + her provided resource
- Soldier of Gondor + his provided card draw
- Warden of Healing (this is the only way to play them!!)

- "doomed 2" action can be useful for reaching valour and boosting:

- allows playing for free:
- Tome of Atanatar's preferred target should be Valiant Sacrifice... or Sneak Attack in case we still have Gandalf in hand.
- Pillars of the Kings' is our best option for threat reduction.
Sideboard:
- Captain of Gondor will improve Prince Imrahil's stats.
- However, with Boromir's ability, the Shields, the Swords, and allies like the Defender of Rammas, I do not see this boost as something vital for this deck.
- Wait no Longer provides a great advantage on questing phase.
- Much better if we already have a Defender of Rammas or Denethor equipped with the Shield.
- Need Drives Them is a powerful finisher in Gondor-swarm decks.

- Herald of Anórien x3 <> 3x Pelargir Ship Captain
- Warden of Healing x2 <> 2x Honour Guard
- Tome of Atanatar x2 <> 3rd copies of Sneak Attack and Gandalf
Honour Guards will mitigate the healing abilities we lose without the Wardens of Healing, and the versatility lost with the Tome of Atanatar can be supplied by more Gandalf action.
Herald of Anórien is the only card I don't see a clear replacement for. Pelargir Ship Captain's ability is clearly worse, but not bad, and their stats are slightly better.
