This is a rather oldschool deck, but I think it works pretty well. I always struggled with making a reliable Elladan/Elrohir solo deck, but I think I managed to pull it off - the key is to have a steady flow of resources and consistent card draw.
The idea is to juggle the resources with Errand-rider, Envoy of Pelargir, Arwen Undómiel's ability (and Zigil Miner) as needed. This deck has cheap and cards so that the brothers don't waste their resources and can gain the much needed action advantage during the combat phase.
There should be enough card draw between Ancient Mathom, Foe-hammer and Elven-light. Use Elven Spear to spam Elven-light once you play Steward of Gondor on Arwen Undómiel.
It takes a few plays to get used to how this deck plays, but it can be fun ;). If you play multiplayer, swap some cards for Elven Mail and/or Rivendell Bow so that the twins can defend/attack the whole table.
