Mulligan for Vilya.
This was originally a two hero deck and Folco was added as an afterthought to give you an effective starting threat of 24, instead of 25, and to power up Imrahil if you can get him in. That said he also provides a resource and 2 round one. If you're not under threat of extra enemies engaging he can provide the same each round until you do chuck him.
Steward of Gondor goes on Elrond as soon as you can to provide resources suitable for all allies. Either pay for it with Círdan+Narya or cheat it in with Vilya.
Each round, with luck or stargazing, you Vilya in a big ally and pay for another. Then Narya can start doing work!
Card draw should not be an issue with Círdan's ability, Daeron's Runes, Erestor, Galdor, Legolas and even Gandalf if you like, though i prefer him for threat reduction along with Elrond's Counsel.
Your allies do the heavy lifting once you're up and running. Your heroes have 9 starting to get you out the gate but really they're here to facilitate getting your allies in.
A lot of your draw requires a discard and while there are some spare uniques don't worry too much about ditching a big ally or two. The deck has plenty.
Wardens+Elrond should be able to handle any healing required.
If you're not playing Solo odds are good some of your allies will clash. The sideboard is there for opions on extras to swap in.

Cirdan is an interesting choice in a Vilya deck! Most decks use Gandalf for Narya, so this is a neat idea.
