This deck was borne out of wanting to use the pipes from the fellowship box and only having access to revised content. From the opinions I've read, it seems that many think that pipe decks don't work well without the later pipe cards. After building and playing this deck, I can't say that I disagree, but this deck did much better than I expected it to, and can do pretty well as a questing deck for multiplayer.
If you look at the cost of the cards, it's obvious that Steward of Gondor goes on Merry. The ideal opening hand would probably be Gandalf's Staff, Wizard Pipe, a Hobbit Pipe, Bilbo Baggins, Steward of Gondor, and maybe a The Galadhrim's Greeting. Gandalf with an Unexpected Courage and Sam Gamgee can really help in both questing and combat for the early turns, and once you get your pipes and some threat reduction to fuel card draw (one pipe can go on Bilbo), you can avoid the most problematic enemies. I wouldn't advise using this deck solo against any scenarios with boss-type enemies you have to defeat at the end, though if you can avoid such an enemy for long enough it might work.
